Here are some steps using which you can turn a colored image into a black and white one and if you wish you can give some splash of color to selected regions. Be wise in choosing your photo, this effect doesn’t work well in all photos. See to that there is some bright spot to highlight. I have taken this one. Here are you 3 easy simple steps :

Take this photo to your adobe photo shop and create a duplicate layer .

Click on the Magic Eraser Tool. (You can use Normal Eraser too, but magic eraser would make your work a little easy.) Now most of the parts you wished would have got their color back, use the normal eraser to make minute coloring. You can also use the History Brush Tool to get this job done.
This was my final image result. Use the Eraser tool cautiously to get best results.
